- this removes the need for migration of config information from
/etc/sysconfig/crucible to ${CRUCIBLE_HOME}/config/registries.json
for new Crucible installations
- make the code used for creating registries.json during migration and
new installs common
- ignore tags that don't conform to the release format: year.quarter
