A comparação com as colunas protocolo_formatado e protocolo_formatado_pesquisa sempre serão falsas já que getDblIdProcedimento sempre retorna um float e as colunas mencionadas sempre serão strings.

Acredito que esse trecho de código tenha sido copiado de sei/web/rn/SeiRN.php mas nesse caso o parâmetro passado sempre será o idProcedimento, nunca o protocolo formatado.
