Formal Milestone for IWP1 Download Package

An intermedate pre-release, combined with a "starter package" of gazetteer dumps:

• Pleiades (downloaded mid-September 2016)
• A reduced GeoNames dataset (compiled mid-September 2016)
• Additionally, a dump file of the Digital Atlas of the Roman Empire gazetteer (downloaded March 28, 2016) is located in the /gazetteers folder
