- Replace download.*.bos.redhat.com -> download.devel.redhat.com
- Don't snapshot EOL Fedora 39
BOS lab is gone. Some of the URLs have been probably redirected to different mirrors, but some, e.g. lab.bos.redhat.com, stopped working completely. Let's not use a specific location mirror, but use the common devel.redhat.com URL and let the network infrastructure redirect the client to the closest mirror.
