[Tracing Framework] Redefine telemetry context restoration and propagation

Description

Context is not being managed properly in case of Async scenarios. It defines a clear distinction between span and scopes. Scope is specific to the current thread whereas span can outlive the scopes. Scopes help in providing the short-living context propagation. More details/discussion regarding this issue can be found here - #9450

It also adds the support for SpanBuilder discussed here - #9415 (comment)
