This adds to (and depends on) openimis/openimis-be-social_protection_py#104 by checking whether max_beneficiaries (max active beneficiaries) would be exceeded by an enrollment summary query, allowing the front-end to prevent enrollment in that case. Tests are added for the enrollment summary queries.
