Description

The edit permissions menu item under Data Science Projects links to the overview tab rather than the permissions tab. I added the query parameter so that it links to the permissions tab

Test Impact

I don't think tests are necessary, as it's a minimal change, and any future changes are unlikely to break this behavior.
