Playground Feature: Markdown READMEs - Milestone 2

Description

This PR is for issue #18
We have implemented UI changes for the 'Playground Feature: Markdown READMEs - Milestone 2'. New UI elements will allow the user to maintain a title, description and readme for their project. For this milestone we are submitting a comprehensive guide that demonstrates the UI elements from the perspective of a playground owner, and a visitor to a playground owned by someone else. In the next milestone submission for this FLIP issue, we will reference our frontend code submission that fully integrates the UI elements and further integrates with existing functionality to make the new features logical and seamless form the user's perspective.
