Implement Zstandard compression

There are two main things needed before we can consider including this change:

• A signed contributor license agreement (as mentioned previously). Instructions for submitting this are available at https://ome-contributing.readthedocs.io/en/latest/cla.html.
• A "roundtrip" test that demonstrates zstd compression. https://github.com/ome/ome-codecs/blob/master/src/test/java/ome/codecs/LZWCodecTest.java is an example of what we'd be looking for (but with ZstdCodec instead of LZWCodec).

If either of these things is not possible, please let us know.
