Initial public release

This code is intended to provide a basis for forming a standard for the inclusion of metadata in HDF5 files and its display in file browsers. Please examine and test the code and provide feedback to the NeXus committee so that we can work towards the creation of a standard that fulfils the above-mentioned goals. Don't use the code for anything important - things will likely change as the project progresses.
