Pass blob to the report action. Will allow us to store additional metadata which can be reported in the template.

What does this do?
Add PII badger job which is queued when hidden data in Excel sheets is detected. This will run our PII detection script over the worksheets and report back the results as JSON. The JSON is stored with other metadata and reported back to admins via email so they can make quick decisions on actions needed.
