I’ve moved the "optional questions" link to the bottom of the RoR authority section list page, and styled it up to match the download prompt in #187.
I’ve also added a fixup commit that make the submit button on the optional questions form sticky, like the one on the main section questions forms.

Adds SessionProperties for defining these, and SessionProperty for saving them plus a view to display and save them.
Also adds a link to the RightOfReply section page.
