Uml 2642 cant request more than one a day final

Purpose

As a user that has requested an activation key for the same LPA more than once I need to know which key will work

Fixes UML-2642

Approach

Add an updated date to the API and pass that to the frontend so it can be used in deciding the content to show on this page.
