feat: Bump velero to 5.0.2

Upgrades the following apps to use version 5.0.2 of chart velero:

• velero from version 4.1.1 to 5.0.2

Major version upgrade includes a breaking change that we would need to account for in our upgrade process. Given that we are so close to a release, I don't think we should bump this. I will close this PR and let the next round of chart bumps open up a new PR, that we can work on after the release
