Update test-ehr to the latest possible version of HAPI FHIR that is past the version released in May 2022 which supports the including of the QuestionnaireForm.questionnaire canonical resource to be returned when specified in the SearchParameter for a QuestionnaireForm.

Originally https://jira.mitre.org/browse/REMS-548, but updating test-ehr to use the latest and official HAPI FHIR example repo is too large of a task and out of scope of the ticket.
