Remove ROO from acas-roo-server-oss

VMWare has stopped development of Spring ROO stating:

VMware has ended active development of this project, this repository will no longer be updated.

Additionally ROO is:
A) Producing code that does not work with the spring/hibernate/jpa upgrades
B) The ROO web interface does not working with spring/hibernate/jpa upgrades

Solution

We won't be renaming acas-roo-server at this time after removing roo. Current known tasks around this goal are:

• Remove roo dependencies from pom
• Remove web/mvc web folder
• CmpdReg routes rebuild as acas/api/v1

Known issues which are not included in this task:

• AspectJ is not a widely used technology and doesn't work in VS code, but we aren't removing it right now.
