Description

This bump is required by a chain of dependency upgrade.

• The werkzeug version has recently been bumped in dash 2.14.1
  https://github.com/plotly/dash/pull/2674/files
• We pinned the werkzeug version to avoid a security venerability
  • [Snyk] Security upgrade werkzeug from 2.2.3 to 3.0.1 #128
  • [BUG] dash requires old version of werkzeug plotly/dash#2673

@lingyielia , could you just add a link to the PR description why we need to raise the lower bound? e.g. is this for us to be compatible with the latest werkzeug version? Is the latest werkzeug version required for deployment?
