[core]: recuding DynamoDB data volume

Description

This PR includes the following changes:

• Set the retention periods for data stored in dynamodb table when publishing command/data. The period can be provided by user input, configuration data, or a default value.
• Add the set_ttl_command step to step function (infra-local and CDK infrastructure).
• Add unit tests and end-to-end (E2E) tests for the above changes.
