Threat hunting identifies unknown threats, either via behaviors or statistical analysis (which could absolutely involve looking at IPs, domains, hashes, etc in aggregate). And threat hunting will definitely identify IOCs, and those IOCs can be flagged for blocking or detection.

But #IOCHunting isn't #threathunting, it is just ad hoc (and less instantaneous) threat detection.
