Description
A rebase of #14301 from @puffnfresh, no additional changes.
Some Wayland compositors (e.g. Phoc) don't implement Wayland's Idle protocol. They instead rely on things like Gnome Screensaver.
Done some testing on Ubuntu 22.04, behaves as expected. One note: since the default value for HAVE_DBUS is "no" in the scripts invoked by ./configure, this needs to be explicitly enabled during compilation with --enable-dbus before this has any effect.
