1.3.0 release (test version release)

This is a 1.3.0 release Major changes for testing as of now

To test this new fix please make sure you download and manually install the 1.3.0 into your vs code software.

Changes:
Now uses VS Code unique Variables coding functionality
you may notice text such as "/" to $BLOCK_COMMENT_START
this function will automatically changed into / when using the snippet set in vs code

Another thing of note that there is a space before"*" this is a unique feature in VS Code that auto filled as well @param Parameters have its * removed. This is a bug report request outside of the issue tab (see: #1 )
