feat(publick8s) install geoipdata chart

Related to jenkins-infra/helpdesk#4240

This PR installs the new chart geoipupdates in a new namespace geoipdata.

Requires:

• feat(publick8s) add a persistent volume for maxmind/geoip azure#803 to have a provisioned PVC in the namespace geoipdata
• https://github.com/jenkins-infra/helm-charts/releases/tag/geoipupdates-0.0.1 (first release of the chart)
• https://github.com/jenkins-infra/charts-secrets/commit/78d89c557a9863219d087023abf4fd180ed7add6 for the secrets

• Tested locally once with success
• Helmfile diff looks good
