Correct an unexpected side effect of jenkins-infra/helpdesk#4398: trusted.ci ephemeral agents did not had explicit NSG rules allowing them to access pkg.origin with SSH for Rsync.
It also adds SSH access to archives.jenkins.io for jenkins-infra/helpdesk#4401
