Setup

Meet the data science cookiecutter requirements, in brief:
- Install: git-crypt
- Have a Nesta AWS account configured with awscli
Run make install to configure the development environment:
- Setup the conda environment
- Configure pre-commit
- Configure metaflow to use AWS
