What this PR does / why we need it:

  • reworked the approach to determine oob object's health
  • reworked conditions to power on the machine in case absent inventory reference - now will power on only if condition Initialized is True and state is Initial (which means that oob is healthy and machine is not claimed/tainted/on maintenance/errored)
