add patches to support IPM 24.12 release

Add patch sets for DPDK versions, including capacity metric:
   - 20.11.9
   - 21.11.8
   - 22.11.6
   - 23.11.2

Add patch sets for VPP versions, including capacity metric:
   - 20.09
   - 21.01
   - 22.02
   - 23.02
   - 24.02

Add python tool to read/write MSRs as an alternative to rdmsr/wrmsr.
