This changes the copyright from IETF Trust to IETF Intellectual Property Management (IPM).

This introduces boilerplate version 6.0.

This introduces the following new ipr values for v3 specification:
* tlp202412
* noModificationTlp202412
* noDerivativesTlp202412
* pre5378Tlp202412

This sets tlp202412 as the default value for ipr attribute.

Fixes #1171

NOTE

  • This PR expects updated TLP text to be available under version 6.
  • The boilerplate text needs to be updated when the new boilerplate text is available on IETF IPM website.
