Section "Adding to the ACS" should be moved

Section 8.8 - Adding to the ACS contains two sub-sections of requirements. This is outside of the phase 2, 3, and 4 which describe ACS processing of the various triples. Possibly, requirements sections belong with the ACS internal representation section since requirements are placing constraints on processing steps. Or maybe they belong in Phase 2 ACS initialization?

Alternatively, section 8.8 is renamed to "ACS Augmentation - Phases 2, 3, and 4" and sections 8.4, 8.5, and 8.6 are moved into section 8.8 as sub-sections following the ACS requirements sections 8.8.1 and 8.8.2. We may want to augment the requirements sections to add something about ACS ending state being consistent across all Verifiers.
