Description

feat: enroll chains from nov 21 batch

• updating validators for boba, duckchain, unichain, vana, bsquared, superseed
• updating Oort's validator for oortmainnet
• updating BlockPi validator for viction
• adding Luganodes and DSRV to the flame validator set

Drive-by changes

• igp updates
• remove Superlane: prefix from validator aliases
• fix govern-tx-reader + prettier output
