Proposed change

Add documentation for new website dashboard

• remove docs for panel_iframe integration, as this was deprecated in Deprecate the panel_iframe integration core#113410
• Add webpage dashboard description to Dashboard documentation, see Add iframe strategy frontend#20068
• content is a copy of the 2024.4 release notes blog post
• partially addresses issue raised in panel_iframe YAML configuration is deprecated. #32162
