feat: add pico backpack & perf board projects

Submission Checklist:

Note: I already got my grant but am just putting my projects here for completeness’s sake. I did not fill out the first optional piece last time I submitted though as it was not an option.

Hey @kcoderhtml! Sorry for just getting back to you on this. Love the designs! Could you drop in the schematic.pdf files for both so we can get this merged? You've already gotten a project approved so you don't need to get the student verification this time around.

Sure! I don't have a schematic for the perf board, as it's just a bunch of disconnected holes, but I'll add the schematic for the PICO-backpack.
