[DOCS] Create OSS Troubleshooting Topic

In DSB-137, @joshzzheng requested the creation of a troubleshooting topic for GX OSS. This PR implements this new topic.

There is currently not a lot of troubleshooting content. Also, the implementation of a top nav bar will determine if separate topics are required for GX OSS and GX Cloud. To start, all content is being added to a single topic. As more content is added and the navigation path is clarified, the content will be chunked appropriately.

• PR title is prefixed with one of: [BUGFIX], [FEATURE], [DOCS], [MAINTENANCE], [CONTRIB]
• Appropriate tests and docs have been updated

LGTM -- the question on improving performance could potentially use an expanded answer but that should probably be put up for consideration as a future and new guide with that specific focus.
