This PR tunes the existing auto updates enrollment alerts.
Before this change, Teleport creates an alert to enroll in auto updates if the median version of enrolled agents > the median version of unenrolled agents.
Automatic updates is now a requirement and this change will allow Teleport to create an alert to enroll in auto updates if there is at least one out dated (older than the major version of the control plane) agent that is also not enrolled in auto updates.
