Make ID_LIKE instructions more prominent (#42406)

Fixes #40532

The Linux installation instructions already mention the use of the `ID`
environment variable, but they are hidden within a Details box. Make the
use of the `ID` and `ID_LIKE` variables part of the main flow of the
manual package manager instructions.
