pledge model for raising funding

@cmbeelby suggests somehow supporting the pledge model where users can set a timeframe to raise weekly support per their funding goal, or all the tips revert to zero. There might be some merit to this. How could it be done as an addition over the base slow buildup model?

Ryan Deussing has made the comment that a sense of urgency is crucial to Kickstarter and is missing from Gittip. This would address that.

After reading @MikeFair's comment on #634, I'm thinking that we could implement "campaigns" around things besides individual receiving numbers. It probably makes sense to tie campaigns to communities. "Let's get 100 more giving members in 10 days!" That kind of thing.
