accumulate gifts into a lump sum

Idea from kk. Didn't flesh out the details due to a skype technical failure, but I believe the thought is that you'd accumulate funds for a person over time in a Kickstarter-style campaign. @ryandeussing and @cmbeelby have suggested roughly the same thing (capitalizing on people's sense of urgency). I don't remember if we ticketed it already; if so here's a dupe.
