not specific to this change, but there should be a better way to compare these paths in general than comparing suffixes

I agree, but I'm hesitant to introduce a regex here as this is a hot path and I don't want to slow it down

What this PR does / why we need it:
Adds the endpoint
/loki/api/v1/detected_field/{name}/valuesto return values for a detected field. This is needed to enable using detected fields as dashboard variables, as well as improving performance and user experience in certain Explore Logs features.Checklist
