chore: removed bootstrap directive from release-please-config

Why?
bootstrap directive was added to because grafana had used a specific
commit that makes release-please release with a specify version.
Bootstrap was being used to avoid release-please from looking so back in
the commit history. Since this was back in March we should now be good
