Draft - Processing Code Verified

This release has code which has been verified to process I=2 effective masses under the GEVP (p1,p11,p111). See config.py for more details. Many features, including fitting and phase shifts, are turned off by default due to the fact that these have been less rigorously tested (the phase shifts should be considered reliable, but undertested; the fitter is untested since the last release).

Working Copy

Tested against another fitter, similar results obtained.
