After the introduction to Fuzz-Introspector light process in #12580, there is a need to change the original copying of inspector directory to avoid duplication of the directory if $OUT/inspector is already exist. But the changes in #12580 only apply to C/CPP project. This PR adds the change to python and jvm projects also.
