This change fixes the versioning issue on the CI jobs.
Details
Currently, Python 3.11 is the latest version supported by this library. The version specifier "3.x" on GitHub Actions accidentally chose 3.12, which results in several CI errors. Applying this change, the CI jobs explicitly choose 3.11 for their runtime version.
