UbuntuMono v1.001 variable font

Please note this version is a breaking change from the UbuntuMono fonts on Google Fonts, with rearranged weight names and updated vertical metrics, and scaled to match Ubuntu.

This release culminates the family’s significant expansion and conversion to variable fonts during 2022–2023. Significant changes include:

• Variable Weight (wght) and Width (wdth) axes
• Regular (400) weight made lighter, and other weights shifted
• Condensed variants added for all Proportional styles
• Small caps added for upright Proportional styles
• Oldstyle figures added
• Monospace rescaled to match proportional fonts
• Monospace Thin added (upright only)
• Vertical metrics reset to meet with Fontbakery standards

Thanks @djrrb. I see the VM were validated by @m4rc1e but not the weight and the width changes. It might be impossible to update Ubuntu Mono under that name, we may need to onboard it as a new family to not break existing websites. Will discuss it with management on Thursday and get back to you.

We also will have to re-do the PR with gftools packager.
