build: refine .goreleaser.yaml configuration and output

- Remove project name specification from `.goreleaser.yaml`
- Simplify build skip configuration in `.goreleaser.yaml`
- Change changelog configuration from `git` to `github` in `.goreleaser.yaml`
- Standardize quotation marks for `Bug fixes` and `Enhancements` titles in changelog
- Add new changelog groups for `Refactor`, `Build process updates`, and `Documentation updates` in `.goreleaser.yaml`
- Remove changelog filters that exclude commits with messages matching certain patterns in `.goreleaser.yaml`
