working background igate service, unfinised, needs a lot of work.
Allows sending of a position report from a messaging station. If that station was heard within the timeout period.

I've merged the KISS FEND fix in 1b69ded. The background for this is apparently that over TCP/IP, multiple TCP segments are sent due to the individual write calls, and some receivers don't understand that TCP segments are not guaranteed to correspond to payload packets, and thus fail. |

This resolves the data from being on 2 lines down to 1.
This was found when it had caused VARA modem to crash.
