Let's just get rid of this tool and re-implement it as an F# script plus an <Exec> MSBuild task in the FSharpSource.targets or its equivalent. It's a real burden to maintain this little tool as a set of binaries/packages/dotnet-cli/... tools given what it does is fairly simple

This tool will no longer be needed after this commit.
