[EAK-504] Add ability to limit parsys children count

As an AEM consumer, I would like the ability to restrict the number of components that can be inserted into a specific parsys.

It is requested to create an EAK library-based AEM client lib to implement the additional option of declaring the maximum number of child components for a party.

Configuration (in priority order):
- Internal (js/component option ner allowed components handler)
- Design / Policy
