according to RFC2076, the value should be "bulk" not "Bulk".

This change is pending further investigation. According to this blog some mailers may move our messages to the "bulk folder" (effectively, their spam folder).

Waiting with possible merge until this has been cleared up.

Following further investigation, the RFC is way outdated.
