Add new Community Events application page.

   1a. copy for description, process, requirements and eligibility, tips, and FAQ
2. A new webform using the fields that currently exist in the Small Grants application under Project Category > Community Event
3. Removing Community Event from Small Grants application
4. Adding Community Events to the Overview page https://esp.ethereum.foundation/applicants
5. Updates to the Community Events copy in the About - How We Support page https://esp.ethereum.foundation/about/how-we-support
