fix: properly use XDG specs

Before setting `XDG_{CONFIG,CACHE}_HOME` didn't changed Rebar3 behaviour
which would still, forcefully, use `$HOME/.config` and `$HOME/.cache`
respectively. Now it will properly read these environment variables and
work accordingly.
