Bump eslint from 8.57.0 to 9.0.0 (#1517)

Bump ESLint from 8.57.0 to 9.0.0 and ESLint plugins to their latest
version for increased compatibility. Rewrite the ESLint configuration
from YAML to JavaScript (which is now requried) and rewrite it to follow
the new "flat config" format (ideally the config is identical - or
improved). Also update the `npm run lint:*` commands to use the new CLI
arguments to achieve the same effect as before.
